Discreet method: subtle investigation
If you live with the person or have access to their wardrobe, the simplest method involves discreetly checking their current bra labels. Look at the inside label: you'll find the band size (30, 32, 34, 36...) and cup (A, B, C, D...).
Note several different bras to be sure of the usual size, as one might have an old piece in a size that no longer fits.
For knickers, thongs and hosiery, also check their current underwear labels. Most indicate either international size (XS, S, M, L, XL) or UK size (6, 8, 10, 12, 14). If you find several pieces in the same size, you have your reference. Take a discreet photo of the label with your phone so you don't forget.
Another technique involves enlisting an accomplice: their best friend or sister may know their lingerie size. Ask them to find out discreetly if they don't already know. Most women know their close ones' sizes, as the subject often comes up during shopping sessions with friends.
Visual estimation and comparison
If you can't access their clothes, you can attempt estimation by comparing their body shape to women whose size you know. If your partner has a similar silhouette to your sister or close friend, their sizes might be close. This method is less precise but can give you an idea.
For band size, observe their general build. A very slender woman with fine ribcage will probably wear 30 or 32. Average body shape often corresponds to 34 or 36. A more curvy woman or with broader build will rather be around 36, 38 or above. It's only rough estimation, but helps avoid glaring errors.
For cups, visual observation is more delicate and subjective. A and B cups correspond to small to average busts, C to average-generous bust, D, E and F to full busts. But be careful, cup depends also on band size: a 32C doesn't have the same volume as a 38C.
If hesitating between two cups, systematically take the larger, as a too-small cup will be uncomfortable and impossible to wear, whilst a slightly too-large cup remains wearable with adjustments.
Backup solutions if you have doubts
If despite your research you're really not sure of the size, several options minimize risks.
Favour very stretch fabrics like stretch lace, elastic mesh or satin with elastane. These fabrics forgive small size errors much more as they adapt to body shape. A stretch lace set in S/M will suit a woman who's 32B or 34B, whilst a rigid satin set will require exact size.
Opt for pieces with grouped sizes rather than precise sizes. Many sexy lingerie brands offer sizes in S/M, L/XL rather than 32B, 34C. These sizes are less precise but much more forgiving. An M bodysuit will generally suit band sizes 32-34 and B-C cups, leaving nice margin.
Choose adjustable pieces. A bra with adjustable straps and multiple hook positions at back (3 positions minimum) can adapt to slight size variations. A thong with ties at sides can tighten or loosen according to body shape.
A chemise with empire cut under bust and fluid fabric adapts to practically all body shapes as long as bust measurement is correct.

Some find this option less romantic, but it has the advantage of guaranteeing the gift will genuinely be used.

Thus, you guide their choice whilst leaving them freedom to choose exact size and model that suits them.

Special case: plus-size lingerie
If your partner wears plus-size lingerie (E, F, G cups or 38+ band sizes), the size question becomes even more crucial as differences show more. In this specific case, we genuinely advise checking their exact size in current bras or discreetly asking an accomplice. Plus-size sets require precise adjustment to ensure necessary support.
If hesitating despite everything, orient yourself towards a plus-size chemise rather than a bra set. Chemises with empire cut are much more size-forgiving as only bust measurement really matters, and the fluid cut easily forgives a few centimetres' error. A 2XL/3XL chemise will suit a woman who's 38D as well as 40E, whilst a bra will require exact size.
